I have written a speculative inquiry into Lloyd's principles-based oversight framework. I have a proposal to address interpretive divergence between the firms they regulate and the regulator itself.
An interpretive layer for principles-based oversight. A proposal for an addition to the PBO framework: a shared layer through which managing agents submit evidence-mapped interpretations of a Principle, and Lloyd's may approve, decline, or remain silent. It supports sharing judgement at or near the time it is made, rather than reconstructing it later. The article leaves a number of open questions I cannot answer without market participants' help.
